The Executive
The Governor heads The Abia State Executive Council. It comprises the Deputy Governor, the Secretary to the state government and twenty-three Commissioners. The Legislative arm of the government allows the Governor to appoint special advisers.

Politics

The State Government is led by a democratically elected executive who works closely with an elected State House Assembly. The capital city is Umuahia. There are Seventeen (17) local government areas (LGAs).

In 1999 Nigeria became a democracy, and Orji Uzor Kalu contested on the platform of the People’s Democratic Party (PDP) and won the Governorship election in Abia State. Consequently, he was sworn-in on 29 May 1999. In 2003, when it was time for fresh elections, Kalu re-contested on the platform of the PDP and got a second mandate to govern. (The Constitution of Nigeria limits Governors to two terms in office.) Theodore Orji while under (PPA), won the 2007 general elections to become Abia’s next Governor.

Chief T.A Orji (Ochendo), was re-elected for a second term in office under the platform of Peoples Democratic Party (PDP). And he served his two-term in office as the Governor of Abia State between 2007-2015. Theodore Orji handed over to Dr Okezie Victor Ikpeazu in May 29th 2015 after Dr Okezie Victor Ikpeazu was declared winner by the Independent Electoral Commission INEC following the outcome of the April Gubernatorial election won by the PDP.

ASSIGNMENT OF RESPONSIBILITIES TO The STATE GOVERNOR, MINISTRIES AND NON-MINISTERIAL DEPARTMENTS

1. OFFICE OF THE EXECUTIVE GOVERNOR
The Office of the Executive Governor is charged with the following responsibilities:

(i) Administration of Abia State of Nigeria;
(ii) State Security;
(iii) Inter-State Governmental Co-operation;
(iv) Appointing Authority for Membership of Boards of companies in which the State has interests;
(v) Implementation of National Policy Guidelines on Local Government Administration;
(vl) Protocol matters;
(vii) Conference Visitor Unit;
(viii) Allocation of Vehicles;
(ix) Relations with the following bodies:
(a) The Legislature;
(b) The Judiciary;
(c) State Civil Service Commission;

The Office of the  Governor comprises the Government House and Office of the Secretary to the State Government. The Government House comprises.Executive Governor’s Office and his residence, the Lodge. The Chief of Staff in-charge of Government House reports directly to the Executive Governor.

2. OFFICE OF THE DEPUTY GOVERNOR
The Office of the Deputy Governor is charged with the following responsibilities:

(i) Responsibilities that may be assigned by His Excellency, the EXECUTIVE GOVERNOR from time to time;
(ii) Co-ordinates State Boundary matters;
(iii) Cocoa production and development matters;

The Office of the Deputy Governor comprises the Deputy Governor’s inner office and his residence. The Deputy Chief of Staff is in-charge of the Deputy Governor’s Office and reports directly to the Deputy Governor.

3. OFFICE OF THE SECRETARY TO THE STATE GOVERNMENT
The Secretary to the State Government is responsible for the following matters/ which are carried out in the respective Bureaux in his office:

(i) Cabinet Secretariat and Executive Council matters;
(ii) Co-ordination of Ministerial Activities;
(iii) Commission of Inquiry and White Papers;
(iv) National and State Public holidays;
(v) Election Matters;
(vi) Inter-governmental matters;
(vii) Allocation of official quarters to Political Office Holders;

Bureau of Cabinet Secretariat Office of the Secretary to the State Government

3.1. BUREAU OF CABINET SECRETARIAT
The Bureau is headed by a Permanent Secretary who reports to the Secretary to the State Government and is responsible for the following:

(i) The production and circulation of EXCO Documents
(ii) Co-ordination of Welfare and Administrative matters of Council Members;
(iii) Secretariat for EXCO Committees

3.2. BUREAU OF ECONOMIC AFFAIRS
The Bureau is headed by a Permanent Secretary who reports to the Secretary to the State Government and has the following responsibilities:

(i) Collection, collation and formulation of policies relating to Economic Matters in the State;
(ii) Economic Policy Analysis and Research;
(iii) Co-ordination of Economic Matters between Ministries and Departments with Federal Government and other states;
(iv) State Economic Advisory Council matters;
(v) National Directorate for Employment (NDE);
(vi) National Productivity Annual Award matters;
(vii) Census matters;
(viii) Preparation and evaluation of periodic reports from Parastatals and Government Companies;
(ix) Nigerian National Volunteer Service (NNVS)

3.3. POLITICAL AFFAIRS BUREAU
The Bureau is headed by a Permanent Secretary who reports to the Secretary to the State Government and has the following responsibilities:

(i) Constitution Matters;
(ii) Inter-Governmental Relations;
(iii) Petitions and Appeals from Non-Public Servants
(iv) National and State Emergency Management matters
(v) Monitoring Political Development within and around the State;
(vi) National/Abia Day Celebrations

3.4. SPECIAL SERVICES BUREAU

The Bureau is headed by a Permanent Secretary who reports to the Secretary to the State Government and has the following responsibilities:

(i) Secretariat for State Security Council;
(ii) Co-ordination and collation of security intelligence
(iii) Liaison with the Security Agencies;
(iv) Surveillance on VIPs, including Diplomats visiting the State;
(v) Security and protection of Government offices, installations and secret Documents;
(vi) Declaration of Assets of Political office holders;
(vii) Investigations into frauds, subversive activities;
(viii) Control/ Management and security of Government Radio Systems;
(ix) Issuing of Special Vehicle Plate numbers,
(x) Organization of security courses and seminars;
(xi) Issuing of State of Origin Certificate;
(xii) Security clearance and cover in liaison with SSS;
(xiii) Co-ordination of Government Courier services and Diplomatic Mails;

4. OFFICE OF THE HEAD OF THE STATE CIVIL SERVICE
The Head of Service is responsible for the following matters, which are carried out, inthe respective Bureaux in his office:

(i) Providing leadership and direction to the Civil Service;
(li) Chairman, Abia State Pensions Board;
(iii) Co-ordinates and supervises the functions and responsibilities of all PermanentSecretaries, Heads of Ministerial and non-ministerial Departments;
(iv) Advising the Governor on the appointment and deployments of PermanentSecretaries;
(v) Co-ordinates and supervises all matters relating to rules and regulations in theCivil Service and the effectiveness of SERVICOM;
(vi) Establishment Matters of the Service;
(vii) Allocation of motor vehicles to Permanent Secretaries and Heads of Non-ministerial Departments;
(viii) Personnel Records and Statistics of the Civil Service;
(ix) Career Development of all Senior Management staff/ G1.13 and above;
(x) Administration of Staff Salaries/ Wages and emoluments of the Civil Service;

4.3. BUREAU OF SERVICE WELFARE
The Bureau is headed by a Permanent Secretary who reports to the Head of Serviceand is responsible for the following matters:

(i) Government Staff Housing and other loan schemes for Civil Servants;
(ii) Allocation of Office Accommodation;
(iii) Service Welfare;
(iv) Burial rights of deceased civil servants;
(v) Allocation/Settlement of NITEL telephone bills and maintenance;
(vi) Civil Service Clinic;
(vii) Staff Bus Scheme;
(viii) Insurance for Civil Servants

4.4. BUREAU OF COMMON SERVICES/SERVICE MONITORING

The Bureau is headed by a Permanent Secretary who reports to the Head of Service and has the following responsibilities:

(i) Common services of the Office of the Head of Service;
(ii) Monitoring of the Public Service;
(iii) SERVICOM Coordinator;
(iv) Events Management for the Office of the Head of Service;
(v) Control and maintenance of common assets – Office of the Head of Service;

4.5. BUREAU OF ADMINISTRATION
The Bureau is headed by a Permanent Secretary who reports to the Head of Serviceand is responsible for the following matters:

(ii) Class control of pooled officers under the office of the Head of Service;
(iii) Passages;
(iv) Fostering professionalism among civil servants;
(v) Career development of all Senior Management staff (GL.13) and above;
(vi) Providing staff for newly established and ad-hoc Bodies

5. BUREAU OF BUDGET
The Bureau is headed by a Permanent Secretary who reports to the ExecutiveGovernor. The Bureau is assigned the following responsibilities:

(i) Preparation of Annual Budget of the State;
(ii) Budget Implementation guidelines;
(iii) Budget Monitoring;
(iv) Membership of Departmental Selection Boards and Departmental Appointment Boards.

6. ABIA STATE PLANNING COMMISSION
The Commission is headed by an Executive Secretary/Permanent Secretary who reports to the Executive Governor/Chairman. The Hon. Commissioner for Finance is the Deputy Chairman of the Commission. The Commission is assigned the following responsibilities:

(i) Preparation and control of the State Development Plans;
(ii) Monitoring and Evaluation of on-going projects in the Development Plans;
(iii) Project formulation and feasibility studies;
(iv) Registration and co-ordination of Consultancies;
(vi) Development of Economic Social Statistics for planning and development;
(vii) Data Bank and Information Management;
(viii) Registration of NGOs, CBOs etc;
(ix) National/State/Local Government Economic Empowerment DevelopmentStrategy;
(x) Secretariat for all Technical Aids;
(xi) Collection of analysis of statistical data on Natural/ Human and FinancialResources of the State;
(xii) Development and Technical Assistance

OFFICE OF THE STATE AUDITOR GENERAL
The State Auditor-General is the head of the Department and has the following responsibilities:

(i) Audit of the accounts of Ministries/Non-Ministerial Departments;
(ii) Verification/certification of the State Accountant-General’s AnnualFinancial Statements;
(iii) Monitor and evaluate the audited Annual Accounts of State,Parastatals/Corporations and Government owned companies;
(iv) Registration of External Auditors;
(v) Verification of salaries

OFFICE OF THE AUDITR-GENERAL FOR LOCAL GOVERNMENTS
The Auditor-General for Local Government is the Head of the Department. The Department has the following responsibilities:

(i) Audit of the Accounts of all the Local Governments in Abia State;
(ii) Audit of the Accounts of ail the Local Government Education Authorities in AbiaState;
(iii) Audit verification and certification of pension papers for Local Government staff;
(iv)Audit of the Local Government Pension Board;
(v) Audit of the 1% Training Fund of the Local Government Service Commission

CIVIL SERVICE COMMISSION
The Permanent Secretary reports to the Chairman. The responsibilities of theCommission are:

(i) Appointments, Confirmations, and Promotions;
(ii) Transfer of service (inter cadre and inter service);
(iii) Secondment;
(iv) Discipline;
(v) Relationship with the Federal Civil Service Commission and other recruitmentAgencies

LOCAL GOVERNMENT SERVICE COMMISSION
The Permanent Secretary is the head of Administration and reports to the Chairman. The Commission has the following responsibilities:

(i) Appointments/ Promotions and Discipline of Unified Local Government staff;
(ii) Schemes of Service for Unified Local Government staff;
(iii) Creation of Departments in the Local Governments;
(iv) In-Service Training/study leave (with or without pay);
(v) Local Government Staff Pension Matters;
(vi) Deployment of Unified Local Government staff;
(vii) Supervision of Local Government Pensions Board

MDAs Activities and Functions in the State

11. BOARD OF INTERNAL REVENUE
The Board of Internal Revenue is headed by a Chairman who reports to theHon. Commissioner for Finance. The Board is assigned the following responsibilities:

(i) Development of New Sources of revenue;
(ii) Personal Income Taxes: (a) Pay-AS-You-Earn
(b) Direct Taxation;
(iii) Withholding Tax (Individuals);
(iv) Capital Gains Tax (Individuals);
(v) Stamp Duties;
(vi) Development Levy;

12. MINISTRY OF JUSTICE
The Solicitor-General/Permanent Secretary reports to the Hon. Attorney-General/Commissioner. The Ministry has the following responsibilities:

(i) Legal Advice to Government;
(ii) Law Reporting and Review;
(ill) Legal Drafting;
(iv) Civil Proceedings by or against the Government;
(v) Petition of Rights;
(vi) Corrective Punishment;
(vii) Administration of Justice (excluding the discharge by the Courts ofJudges and Magistrates);
(ix) The discharge by the Courts of the State of their judicial functions;
(viii) The administration of Estates;
(ix) Custody and authentication of Government White Papers;

13. MINISTRY OF FINANCE
The Permanent Secretary reports to the Hon. Commissioner. Theresponsibilities assigned to the Ministry are as follows:

(i) Advising on Authorization of expenditure from the ConsolidatedRevenue Fund;
(ii) Making advances from contingencies fund of the State;
(iii) Relationship with Federal Agencies like Revenue Mobilization and Fiscal Commission, Debt Management Office, Central Bank of Nigeria, Federal Inland Revenue Service, Federal Ministry ofFinance, etc.;
